The main problem of this research is the delay of implementation of the investment plan projects for the period (2013-2016) and the weakness of the staff ability in the ministries and they don’t have the sufficient experience to carry out the implementation process.

Therefore, the research aims to evaluate the implementation of programs and projects of the investment plan in a manner consistent with the objectives set for them without any wasteful of efforts, time and money. The research aims at conducting a follow-up evaluation of a number of strategic projects implemented by the Directorate of Public Municipalities, one of the Ministry of Construction, Housing and Municipalities and Public Works. The sample included (35) varied strategic projects implemented in most Iraqi governorates. In this work, nonlinear diabetes controlled model with and without complications in a population is considered. The dynamic behavior of diabetes in a population by including a constant control is studied and investigated. The existence of all its possible fixed points is investigated as well as the conditions of the local stability of the considered model are set. We also find the optimal control strategy in order to reduce the number of people having diabetes with complications over a finite period of time. A numerical simulation is provided and confirmed the theoretical results.
