In this study, the water treatment plants located on the Tigris River within Baghdad city were subjected to qualitative and quantitative assessments. Based on location, the plants from upstream to downstream are Al-Karkh, East Tigris, Al-Karamah, Al-Wathbah, Al-Wehdah, Al-Kadiseyah, Al-Dora, and Al-Rashid. Data from 2009 to 2020 on the turbidity, total dissolved solids, Alkalinity, hardness, chloride, calcium, and temperature were used in the qualitative assessment while data on the treated water production and population served were used in the quantitative assessment. In this paper, we have derived Bayesian estimation for the parameters and reliability function of Perks distribution based on two different loss functions, Lindley’s approximation has been used to obtain those values. It is assumed that the parameter behaves as a random variable have a Gumbell Type P prior with non-informative is used. And after the derivation of mathematical formulas of those estimations, the simulation method was used for comparison depending on mean square error (MSE) values and integrated mean absolute percentage error (IMAPE) values respectively. This study aimed at recognizing the impact of empowerment of human resources strategy on enhancing the financial performance in working banks in Jordan, the axes of the strategy were: informative sharing, free and independence, working teams, and organizational power. To achieve the objective of the study, a questionnaire is designed and distributed on the sample of the study, which represented 60 employees of Banks. After analyzing the data by using SPSS, the study resulted that there is positive impact of empowerment of human resources strategy on enhancing the financial performance in working banks in Jordan.
