The current research aims to clarify the role of local policies on the performance of the province of Baghdad, after studies proved practical experience what those policies of the major role and effect on the lives of citizens, as well as alleviate the burden on central government, which make a lot of states give local governments broad powers and her specialty funds for the exercise of its vital role and actor in various joints of local development, research has indentified a problem in a number of questions such as: do you have the policy of the provincial council of local qualified and able to influence the performance of the province? Gaining the relationship between the central government and local governments is great importance especially after the expanded functions of the central government and became unable to carry out their works without all that delegate or transfer parts of its powers to lower levels.

The aims of the research is  to determine the relationship of the central government with the local government in accordance with the principle of administrative decentralization with the presentation of the competent authorities, the control of local governments, according to the Provincial Council Act No. 21 of 2008 amended.

    This study was conducted to investigate the prevalence of anemia among  students (males and females) of the Technical and Medical Institute/ Al-Mansoor, Baghdad. 135 students aged 20 -22 years were subjected. Twenty-one students were found to be anemic. The prevalence of anemia among students was 15.55%, with no significant difference to sex. Then, the anemic students were treated with tablets of ferrous sulfate twice daily for 60 days. The treatment markedly elevated the hemoglobin concentration of both males and females and decreased the prevalence of anemia from 15.55% to 5.92%.
