Gaining the relationship between the central government and local governments is great importance especially after the expanded functions of the central government and became unable to carry out their works without all that delegate or transfer parts of its powers to lower levels.

The research studied and analyzed the hybrid parallel-series systems of asymmetrical components by applying different experiments of simulations used to estimate the reliability function of those systems through the use of the maximum likelihood method as well as the Bayes standard method via both symmetrical and asymmetrical loss functions following Rayleigh distribution and Informative Prior distribution. The metallicity [Fe/H] for several stars accompanied by Extra-solar planets were calculated and plotted as a function of stars mass (M*). Results showed that masses of Extra-solar planets stars are well correlated with their metallicity .This relation could be explained by the equation: Y=-0.0045x + 0.065. The metallicity limit is found to be in the range of (0.18 to 0.3), relative to the mass limit in the range of (0.76 to 1.44) MSun.
This criteria is a good tool that can be used by observers who are aiming for detecting Extra-solar planets
