Abstract

This research  aims to reform the Iraqi public budget through going into the challenges the budget faces in applying item-line budget in its preparation, implementation and control; which encourage extravagance and waste instead of rationalizing expenditures. This  is shown in the data analysis of Federal public budget laws in Iraq for the years from 2005 till 2013; there was a continuous increase in the aggregate public expenditures in the public budget for the years previously mentioned, as the public expenditures growth has reached into the percent 284.71% in 2013.      Labile plasma iron and tissue iron overload are major complications of thalassemia disease that increase mortality rate. The iron that is exceeding the capacity of transferrin and ferritin is the leading cause of cell oxidation of many organs such as liver, heart, endocrine systems, etc. This study is designed to investigate the status of liver, thyroid gland and the growth hormone in beta thalassemia patients. In a cross-sectional study, 65 samples of beta thalassemia major were taken who were on a regular chelation therapy and blood transfusion and were to be compared with reference values. An experiment was carried out to study the effects of Time Factor, potassium and Molybdenum on Rhizobium growth. The objective of the experiment, which conducted under laboratory conditions, was to investigate the interaction effects of using three levels of Molybdenum (0, 0.25, 2.50 mg Mo . Kg-1 sterile soil) and four levels of potassium (0, 25, 50, 100 mg K .
