Iraq is changing from the centralized system of governance to the decentralized system, which assumes devolution of more authorities to the local governments of Iraqi provinces and cities. This puts a responsibility on the academics to produce more research work on the best framework for this change, to ensure the best results. The main objective of this research is to suggest a policy for the decentralized transformation in domain of Urban and Regional Planning in Iraq. A suggested program for the transformation is involved in the paper as well, with analysis for the new relationships between different levels of planning authorities depending on democracy. Aqueous root extract has been used to examine the green production of silver nanoparticles (AgNPs) by reducing the Ag+ ions in a silver nitrate solution. UV-Vis spectroscopy, X-ray diffraction, field emission scanning electron microscopy, and Fourier transform infrared spectroscopy (FTIR) were used to analyze the produced AgNPs. The AgNPs that were created had a maximum absorbance at 416 nm, were spherical in form, polydispersed in nature, and were 685 nm in size.The AgNPs demonstrated antibacterial efficacy against Escherichia coli and Staphylococcus. The dengue vector Aedes aegypti's second instar larvae were very susceptible to the AgNPs' powerful larvicidal action.

During 2011, 1900 clinical specimens (urine, wounds, burns, blood and sputum) and
240 hospital environment specimens were collected from four hospitals in
Baghdad/Medical city including: Baghdad Teaching Hospital, The Martyr Gazi Al-

Euphrates, Ghar, Jeribe, Nfayil, Fatha, and Injana formations. The Euphrates
Formation (Early Miocene) consists mainly of shallow marine facies; it`s equivalent
the Ghar Formation (Early- Early Middle Miocene) is represented by continental
clastic facies. The Jeribe Formation (Early Middle Miocene) represents shallow
marine environment. The Nfayil Formation (Middle Miocene) also of shallow marine
environment, it`s equivalent the Fatha Formation is represented mainly by supratidal

The shale volume is one of the most important properties that can be computed depending on gamma ray log. The shale volume of Mishrif Formation (carbonate formation from middle Cenomanian- early Turonian) was studied for the regional area of the middle and southern parts of Iraq. The gamma ray log data from seventeen  wells ( Kf-3,Kf-4, Ad-1,Ad -2,Dh-1, Bu-47, Ns-2, Ns-4, Am-1,Am-2,Hf-2,Hf-115,Mj-3,Mj-15, Su-7,Wq-15 and  Lu-7) distributed in the study area were used to compute the shale volume of Mishrif Formation. From the available data of the considered wells, a regional isopach map of Mishrif Formation was obtained. The isopach map indicates that the maximum thickness of Mishrif Formation is located at the eastern part of t
