In this paper, the rotation curve of the Milky Way galaxy has been determined using the observed HI emission line at a wavelength of 21 cm. Particularly, the Tangent Point Method was used in order to measure the rotational velocity and the distance to the center of the Milky Way. The measured rotation curve showed that the rotational velocity remains approximately constant at large distances from the center of the Galaxy. This is actually an evidence for the existence of dark matter in the halo of the Milky Way. If all the matter in the Milky Way is visible, then the behavior of the rotation curve of the galaxy should experience a Keplerian decline. In this research a proposed technique is used to enhance the frame difference technique performance for extracting moving objects in video file. One of the most effective factors in performance dropping is noise existence, which may cause incorrect moving objects identification. Therefore it was necessary to find a way to diminish this noise effect. Traditional Average and Median spatial filters can be used to handle such situations. But here in this work the focus is on utilizing spectral domain through using Fourier and Wavelet transformations in order to decrease this noise effect. In this paper, the computational complexity will be reduced using a revised version of the selected mapping (SLM) algorithm. Where a partial SLM is achieved to reduce the mathematical operations around 50%. Although the peak to average power ratio (PAPR) reduction gain has been slightly degraded, the dramatic reduction in the computational complexity is an outshining achievement. Matlab simulation is used to evaluate the results, where the PAPR result shows the capability of the proposed method.
