Transparent nano- coating was prepared by Sol-Gel method from titanium dioxide TiO₂ which has the ability to self-cleaning coating used for hospitals, laboratories, and places requiring permanent sterilization. Three primary colors are selected (red, blue, and yellow) as preliminary study to the effect of these colors on the nano-coating. Three traditional oil paints color were used as base, then coated by a layer of TiO₂-Sol and deposited on the paints. Tigris and Euphrates Rivers, originating in Turkey and cutting through both Syria and Iraq, have experienced drastic reductions in water flows in recent years due to increasing water demand, hydro-engineering projects, and climate change. The decline in water flows has led to decreased agricultural yields. Iraq reported its worst cereal harvest in a decade in 2009, indicating that with a decline in water supplies, a potential food security problem emerges. This study, therefore, addressed the effect of water availability on (1) Net Primary Productivity (NPP) and (2) Rain Use Efficiency (RUE) in the Tigris-Euphrates (T-E) basin. This paper considers and proposes new estimators that depend on the sample and on prior information in the case that they either are equally or are not equally important in the model. The prior information is described as linear stochastic restrictions. We study the properties and the performances of these estimators compared to other common estimators using the mean squared error as a criterion for the goodness of fit. A numerical example and a simulation study are proposed to explain the performance of the estimators.
