The effectiveness and quality of legislation depend on the extent to which it relates to political , economic ,social ,geographical , health and moral realities , so the unrealistic legislation and its failure to address all the problems facing society make these legislation out of reality , this requires this legislation be able to regulate all aspects related to public health in society in exceptional circumstances such as cases of wars ,diseases and pandemics as outbreaks of corona virus in the word ,this study focuses on the effects of legislative omission on the effectiveness of the administration when performing its tasked in health administrative control in exceptional circumstances in light of spread of corona virus pandemic in Iraq

         This study investigated the effect of using brainstorming as a teaching technique on the students’ performance in writing different kinds of essays and self regulation among the secondary students. Teaching through the system of personal learning, known as (Clare's plan) is amongst the most prominent plans which depend on self-education, as it received worldwide recognition. The plan lets the learner achieve learning by depending on himself after being familiar with the educational goals given to him, then he starts to solve the exercises and the drills accompanying the unit. After that, he checks his achievement by answering the self-evaluation tests. Deposition environment and diagenesis processes are very important factors which affect and control the reservoir properties.  The carbonate Mishrif Formation has been selected as a carbonate reservoir in selected wells from southeastern Iraq to understand the influence of the Deposition environment and diagenesis processes on the carbonate reservoir. A core examination of thin sections, shows that Mishrif Formation comprises of six depositional environments, these are: deep marine, lagoon, rudist biostrome, back shoal, and shallow open marine.  These environments have effect by many diagenetic processes, including dolomitization, dissolution, micritization, cementation, recrystallization and Stylolite, some of these processes
