The purpose of this research is to measure the impact of regulatory flexibility dimensions (formal and authoritarian procedures) to achieve response to the requirements of high performance dimensions (the effective recruitment, intensive training, motivate employees, participation of workers) in the general municipal Directorate as one of the directorates of the Ministry of Municipalities and Public Works. Background: Frozen shoulder affects 2-5% of the
general population, and around 10-30% of diabetic
patients. It affect mainly the non-dominant shoulder,
and has more incidence in patients with poor
glycemic control.
Objective: To detect the incidence of frozen
shoulder in type 2 diabetic patients attending the
Specialized Center for Endocrinology and Diabetes
in Baghdad.Patients and methods: One hundred
patients with frozen shoulder were included in the
study from a total number of 580 type 2 diabetics
over a period of six months. 70 patients were

A systematic approach is presented to achieve the stable grasping of objects through a two-finger robotic hand, in which each finger cavity was filled with granular media. The compaction of the latter, controlled by vacuum pressure, was used to adjust the structural and contact stiffness of the finger. The grasping stability was studied under the concurrent effect of an external torque and applied vacuum pressure. The study area is located in Salah al-Din G.0overnorate, Iraq. The field work included determining the moisture content of the soil before and after irrigation, measuring the inflow of the field to find the depth of the applied water, field monitoring, and measuring the depth of the root zone for each irrigation process.
