Iraq is changing from the centralized system of governance to the decentralized system, which assumes devolution of more authorities to the local governments of Iraqi provinces and cities. This puts a responsibility on the academics to produce more research work on the best framework for this change, to ensure the best results. The main objective of this research is to suggest a policy for the decentralized transformation in domain of Urban and Regional Planning in Iraq. A suggested program for the transformation is involved in the paper as well, with analysis for the new relationships between different levels of planning authorities depending on democracy. In addition, a description for planning process flows from bottom to top.

The histological structure of integument in Mastacembelus mastacembelus have been investigated from skin fragments cut from nine regions at body surface. The results revealed that the integument of the fish investigated comprises three principal layers- the epidermis, the dermis (corium) and the subcutis-All the three principal layers may further be divided into secondary layers according to the function performed by their cells. Five adult animals were used in this study . The physical and chemical parameters of Tigris River water in AL- Kut City have been studied. Three stations have been chosen. . The sampling of study was made monthly and for six months from September 2014 until February 2015.The result of turbidity values showed height mean in summer 84 NTU, The decrease of turbidity was one of the positive results to the effect of AL-Kut Dam on the Tigris River after the Dam and on the total suspended solids.
