The administrations of Presidents Clinton and Bush Jr. have seen the emergence of neoconservatives. The neoconservative were the establishment of the Project for the New American Century (PNAC) project in 1997 during the Clinton administration. The neoconservatives, through the New Century Project, were able to make important foreign policy decisions, notably the Iraq Liberation Law, which was passed by Congress on January 26, 1998 and signed by President Clinton and became a law legitimized. Various types of heterocyclic seven membered rings were prepared from the reaction of 2,3Pyridine caroboxylic anhydride with Schiff bases (which was prepared using different Aldehydes with amines [H1-H10] and seven membered rings were prepared (derivatives of 7,8-dihydropyrido[2,3e][1,3]oxazepine-5,9-dione, and the presence of Aceton. [A1-A10].         Melting points of the compounds were measured. The prepared compounds were diagnosed spectrally by using UV-Visible and Infrared spectroscopy, and (1H-NMR) Spectrum for some compounds. The results confirmed the validity of the proposed chemical compositions.

Background: Dilated cardiomyopathy (DCM) is a well-recognized cause of cardiovascular morbidity and mortality.Objectives: To evaluate the prognostic implications of the restrictive left ventricular filling pattern (RFP) in dilated cardiomyopathy.Methods: Patients with DCM admitted to Ibn AL-Bitar Hospital for Cardiac Surgery, Baghdad-Iraq, from May 2006 to August 2008, underwent a full clinical evaluation and Doppler echocardiography study. The Rate theory of crack growth in PVC pipe has been studied for creep and fatigue crack propagation. Rate theory function parameters, (RTFP), were estimated theoretically from exponential function parameters, (EFP), to experimental data of crack velocity versus stress intensity factor ,(V-K) diagram, to creep crack propagation . Also (RTFP) were estimated theoretically from (EFP) to experimental data of (V-?K) diagram to fatigue crack propagation. Temperature effect with (RTFP) was discussed.
