To approach the problem of individual oppression with an international perspective drawing on Foucauldian concepts, this paper compares George Orwell’s 1984 (1949) and the Iraqi Sinan Antoon’s I’jaam (2004), which was translated into English in 2007. The current study was conducted in Baghdad governorate (Karkh and Al-Rasafa regions) which included collecting 50 samples of freshly slaughtered sheep meat randomly collected from local slaughter areas and approved governmental slaughterhouses (25 liver and 25 ulna muscles). The results of the aflatoxin B1 detection showed that all samples were contaminated with this toxin at different concentrations ranging from 25–422 ppb and 65–492 ppb for each ulna muscles and liver, respectively. The implementation of decentralization in Iraq was asymmetrical, leading to different forms and paces of implementation. Comparing four cases of Basra, Kirkuk, Nineveh, and Sulaymaniyah indicate that these cases differ in their political stability and autonomy in a way that led to a different forms of decentralization. This paper argues that the higher the level of political autonomy from the federal government, the more efficient the governance model, and the more efficient the governance model, the more legitimate the system (trust), and the more legitimate a system, the more accountable elected officials.
