The Kurds' positions were characterized by insistence on their rights during the monarchy and choosing various solutions to obtain independence. After the revolution of July 14, 1958, the Kurds welcomed it, and the leaders of the Kurdistan Democratic Party sent a telegram to the Free Officers Organization congratulating them on the new era in order to build sound and correct relations between the two parties. However, the military conflict was renewed between the Iraqi government and the Kurds and continued even after the coup of February 8, 1963, and all the subsequent negotiating and peaceful attempts to resolve the Kurdish problem until 1966. It was a state of double contradiction for both parties that thwarted the peaceful attempts. The Iraqi government suffered from the contradiction between the ideology and orientations of the Arab Socialist Ba'ath Party on the one hand and the policy of Abdul Salam Arif on the other hand, and the Kurdish movement suffered from the severe conflict between the Kurdistan Democratic Party and the individual orientations of Mustafa Barzani. In addition, the British role, which was observant and open to indirect intervention, characterized the political events and the relationship between the Iraqi government and the Kurds. The British opinion was that the Kurdish problem was an Iraqi affair. Britain has no right to interfere in it, but historical fact has proven otherwise.

Government spending is the tool that the state uses to achieve its various goals. The research aims to identify the most important determinants of government spending in Iraq and to indicate the type and nature of the relationship between government spending and its determinants, which will contribute to understanding the movement of government spending. The study aims to build a water quality index that fits the Iraqi aquatic systems and reflects the environmental reality of Iraqi water. The developed Iraqi Water Quality Index (IQWQI) includes physical and chemical components. To build the IQWQI, Delphi method was used to communicate with local and global experts in water quality indices for their opinion regarding the best and most important parameter we can use in building the index and the established weight of each parameter.
