Abstract Iraq has an important place in the regional and international balance, and the competition among countries has increased in rapprochement with Iraq, not only for its geography or its privileged location, but because it has many other components that make regional and international countries want to strengthen their relations with it (Regional and international powers). In addition to that, Iraq has become increasingly important for these international and regional powers after its victory over the terrorist organization (ISIS), which proved an important fact that Iraq represents the most important pillars in the international balance.

Many studies and researches represented the importance of the planning and designing criteria's. As long as the overall trend in Iraq, represented by the Permanent Constitution of decentralization to regions and provinces, the solutions to the obstacles that may face this transition in some respects presents ways of coordination and integration between multiple levels of planning which can be exercised by the schematic in the future the organization. Iraq is changing from the centralized system of governance to the decentralized system, which assumes devolution of more authorities to the local governments of Iraqi provinces and cities. This puts a responsibility on the academics to produce more research work on the best framework for this change, to ensure the best results. The main objective of this research is to suggest a policy for the decentralized transformation in domain of Urban and Regional Planning in Iraq. A suggested program for the transformation is involved in the paper as well, with analysis for the new relationships between different levels of planning authorities depending on democracy. In addition, a description for planning process flows from bottom to top.

الادراك السياسي للاصلاح الاداري في العراق

لقد عرفت بلادنا ظاهرة ( اطفال الشوارع ) والتي تشمل عمالة الاطفال والمتشردين والمتسولين ، فتحولت من مشكلة على نطاق نسبي الى ظاهرة واسعة جداً تتضمن المخاطر المصاحبة لها ، إذ إنها ظاهرة منتشرة جداً في جميع المدن العراقية تصف في كثرة انتشارها في المناطق المليئة بالسكان .
