Therefore, the researcher considers that the basic skills tests are suited to the level of the tested individuals in terms of their age and mental ability. The technical aspects were adopted as a means of selecting from They are qualified to practice this game in the simplest form, so show the importance of the problem of research through the design and codification of two tests of handling skills belonging to this category and adopted by the training cadres during the selection process. The research community for people with minor mental disabilities determines the male category of the mental and social disability institutes and the Special Olympics Union in the province of Baghdad for the period 2017-2018, who are 12-15 years of age and 6-9 years of mental age, (97), representing 12 institutes, as well as the Special Olympics Union. After obtaining the results and processing them statistically, the researcher reached two conclusions: The tests of handling skills were applied for the first time in the Iraqi environment, National Institute for People with Simple Mental Disabilities, Which, along with the rest of the tests to select the players of the Iraqi national team for people with mental disabilities simple in the Special Olympics Union, technical results of the tests by setting standards for it to be later a test and useful in the calendar and comparison. The research recommendations focused on the adoption of the skills of Passing in the continuous evaluation process, and the use of its criteria during the selection process.

The paper presents research results of the vibration transmitted from the steering wheel of the tractor with a 2-wheel drive to the driver’s hands. The vibration measurements were carried out on the tractor randomly chosen from the collage of agriculture / university of Baghdad. Before testing the tractor was examined and adjusted following the producer’s recommendations. This paper is concerned with pre-test single and double stage shrunken estimators for the mean (?) of normal distribution when a prior estimate (?0) of the actule value (?) is available, using specifying shrinkage weight factors ?(?) as well as pre-test region (R). Expressions for the Bias [B(?)], mean squared error [MSE(?)], Efficiency [EFF(?)] and Expected sample size [E(n/?)] of proposed estimators are derived. Numerical results and conclusions are drawn about selection different constants included in these expressions. Comparisons between suggested estimators, with respect to classical estimators in the sense of Bias and Relative Efficiency, are given. Furthermore, comparisons with the earlier existing works are drawn.
