     The water quality index was used for the evaluation of the quality of water, as well its impacts on the rotifer abundance, in the Tigris River as it passes through Mishahda City, northern Baghdad. Five sites were selected and samples were collected during October 2019 to September 2020. It was noticed that the index values in most sites have exceeded the upper limits of river waters. The values ranged from 40 (Poor) to 45 (Marginal) in all sites. While, the values were from 42 (Poor) to 65 (Fair) during different seasons. The present work was done in an attempt to build systematic procedures for treating warts by 810 nm diode laser regarding dose parameters, application parameters and laser safety. The study was done in Al- Kindy Teaching Hospital in Baghdad, Iraq during the period from 1st October 2003 till 1st April 2004. Fifteen patients completed the treatment and they were followed for the period of 3 months. Recalcitrant and extensive warts were selected for the study. This work proposes a new video buffer framework (VBF) to acquire a favorable quality of experience (QoE) for video streaming in cellular networks. The proposed framework consists of three main parts: client selection algorithm, categorization method, and distribution mechanism. The client selection algorithm was named independent client selection algorithm (ICSA), which is proposed to select the best clients who have less interfering effects on video quality and recognize the clients’ urgency based on buffer occupancy level.
