In Iraq, more than 1031 school projects have been halted due to disputes and claims resulting from financial, contractual, or other issues. This research aims to identify, prioritize, and allocate the most critical risk factors that threaten these projects’ success for the duration (2017-2022). Based on a multi-step methodology developed through systematic literature reviews, realistic case studies, and semi-structured interviews, 47 risk factors were identified. The temperature influence on the fluorescence lifetime, quantum yields and non-radiative rate parameter or coumarin 460 dye dissolved in methanol was investigated in the temperature range (160-300 k). A single photon counting technique was used or measuring the fluorescence decay curves. A noticeable decrease of the fluorescence lifetime with increasing the temperature was observed. The non-radiative activation energy of 10.57 K.J. mole-1 was measured by the help of Arrhenius plot.

     Carbon nanoparticles (CNPs) formed by one-step laser ablation in deionized water were carefully studied. Scanning electron microscopy, atomic force microscopy, Raman spectroscopy, and U_V–V spectroscopy were used to obtain morphological, chemical, and optical properties of CNPs. SEM outcomes established that the synthesized nanoparticles are semi-spherical with a wide particle size distribution. Raman investigation showed two typical and expected peaks ~ (1300 - 2700) cm⁻¹, which are confirming to transverse and longitudinal modes of the carbon structure. The absorption spectra proved that the intensity of spectra increases as particle size and concentration increase.
