A new species of the family Carabidae, subfamily Harpalinae was introdIle7: (1 or a Acupalpus mesopota¬micus on the basis external morphology and male genctalia. The specimens were compared with a world collection of Acupalptis of the British Museum (N. H.) Holotype was kept at the Iraq Natural History Museum. Other 12 specimens were kept in Iraq Natural History Museum.

The implementation of decentralization in Iraq was asymmetrical, leading to different forms and paces of implementation. Comparing four cases of Basra, Kirkuk, Nineveh, and Sulaymaniyah indicate that these cases differ in their political stability and autonomy in a way that led to a different forms of decentralization. Spergularia iraqensis sp. nov. is described as a new species from Iraq. This species has been collected from Diyala Province in the central east of Iraq; it is closely related to Spergularia rubra (L.) J. Presl & C. Presl, 1819 and Spergularia bocconei (Scheele) Graebn., 1919.
The distinguishing of the morphological characteristics of the new species alongside the two similar species are discussed with photographs, and an identification key is given for Spergularia iraqensis and other closely related species.

The study includes the phytoplankton compositions in Alaaras Lake , in summer 2008 and winter , spring , summer 2009. Samples were collected from three selected sites at north , middle and south of lake. A total of 74 taxa of phytoplankton were identified . The diatoms were the dominated by 44 taxa represented 82.8% of the total indentified species, followed by green algae ( Chlorophyta ) of 20 taxa (8.5%), and blue green algae (Cyanophyta of 7 taxa (7.2%).
