لكل دولة في هذا العالم خطابها السياسي والذي يحدد سياستها الداخلية والخارجية، وهي سياسة ثابتة تنطلق من مفاهيم وبرامج وثوابت تخدم مصالحها الحيوية، لكون الخطاب السياسي ليس مجرد كلام عابر في عالم السياسة الدولية وانما هو ثوابت مهمة يحدد توجهات هذه الدولة او تلك ويحدد دورها الدولي وطبيعة العلاقة مع البلدان الاخرى ومنها الدول المجاورة لها. شهد العراق بعد العام 2003 تحديات جديدة تمثلت بتغليب خطابات الطائفية والكراهية والتطرف على حساب الخطاب السياسي المعتدل وتغليب الانتماءات الفرعية والاجندات الخارجية على حساب الانتماء الوطني مما أدى الى خلق بيئة غير آمنه او مستقرة يغلب عليها طابع العنف والارهاب، فالخطاب المعتدل من شانه ان يعمل على صهر الانتماءات الفرعية في بوتقة واحدة يكون الولاء الاول فيها للوطن وليس للقبيلة او الحزب او الطائفة... الخ، وهذا يسهم بدوره في تعزيز التعايش السلمي بين مختلف الانتماءات الفرعية الاخرى في اطار البناء المجتمعي
ان التعايش السلمي والوحدة الوطنية تربطهما علاقة وثيقة تعبر عن حاجة اجتماعية في أطار تطور مجتمعي للدولة العراقية، فقد شهد العراق بعد العام 2003 تحديا جديدا تمثل في تغليب الانتماءات الفرعية والطائفية والعرقية والدينية والمذهبية على الانتماء الوطني مما يؤدي الى بلورة وترسيخ عوامل الانقسام وتفتيت لمقومات الوحدة الاندماج الوطني ، لذلك تعد دعامة التعايش السلمي في المجتمعات ضرورة لازمة من اجل الحفاظ على كينونة
