Detecting and subtracting the Motion objects from backgrounds is one of the most important areas. The development of cameras and their widespread use in most areas of security, surveillance, and others made face this problem. The difficulty of this area is unstable in the classification of the pixels (foreground or background). This paper proposed a suggested background subtraction algorithm based on the histogram. The classification threshold is adaptively calculated according to many tests. The performance of the proposed algorithms was compared with state-of-the-art methods in complex dynamic scenes.

Advances in cancer therapies—including immunotherapies (e.g., checkpoint inhibitors, gene-targeted therapies), antibody-based cancer toxins, chemotherapy, radiotherapy, and surgery—have significantly improved survival rates 1,2. However, this progress has led to a surge in the prevalence of cardiovascular disease (CVD) among cancer survivors, now recognised as a leading cause of mortality in this population 3,4. These intersecting burdens highlight the growing need to prevent, detect, and manage cardiovascular complications in cancer care pathways and call for important initiatives in establishing cardio-oncology services globally.

This study examines how multilevel crisis governance under Chapter VII of the United Nations Charter reshapes state sovereignty and affects liberty, human rights, and the legitimacy of international governance. Using a structured comparative design and process-tracing methodology, it analyzes the Lockerbie crisis (1988–2003) and the 2011 intervention in Libya. The findings show that United Nations Security Council sanctions and institutional interventions constrain sovereign decision-making through institutional layering, resulting not in the loss but in the fragmentation and reconfiguration of sovereignty.
