Personalism emerged in a historical era in which the world, Europe and France were witnessing the end of a civilizational era that extended from the end of the Middle Ages until the beginning of the twentieth century, characterized by being capitalist in structure, liberal in method and bourgeois in values. Personalism came not only as an attempt to respond to a new era witnessing the birth of a new civilization whose features are still vague, but also as a response to the materialistic and existentialist Marxist school, which defined its ultimate goal as remaking the (Renaissance). Personalism originated with the French thinker (Charles Renouvier) in the late nineteenth century, but it did not witness its true revolution until the French philosopher (Emmanuel Mounier) who developed this idea and gave it a personal character that is consistent with lived reality and proceeds from it.
This study sought to understand how critical cultural awareness was in translating English idioms into Arabic, particularly in political news where clarity and precision are paramount. The challenges that arise from the linguistic and cultural disparities between the two languages include differences in metaphor, image, and cultural reference. The study demonstrates, through the lens of Skopos Theory, how efficient translation relies on the function and intent of the text taking precedence over word-for-word equivalence and cultural context. This research aims to identify the role of external environment factors on the quality of educational services, from the academic point of view, where the distribution of a questionnaire to a random sample of (100) university professors, and then analyzing a model, and test the validity of this model using structural modeling (SEM) (Structural Equation Modeling).
And then test the relationships between variables using the software of Statistical Package for Social Sciences (SPSS V.18), the research found a number of conclusions, the most important conclusion is: the external environment factors has significant impact on the quality of educational services.
