Knowledge is a source of innovation, and innovation is the distinctive means of creating knowledge and achieving prosperity in the information age with the presence of information technology means and electronic platforms. The aim of the research is to introduce the most important specialized electronic knowledge platforms, and seek to answer questions that cover aspects of the subject and describe it as a source of information, guidance and training in the educational community. and electronic training and its importance in developing knowledge and innovation in the services of information institutions, The research dealt with two models of specialized electronic knowledge platforms in the field of information and libraries, the adoption of a descriptive research approach, and the research community, a group of (15) information institutions, college libraries. In order to complete the research requirements, a questionnaire form was adopted with the aim of obtaining data to cover the field side, and to come up with a standard list that possesses the best requirements that must be available when choosing the specialized knowledge platform.
This research aims to clarify the role of Information Technology Competency (ITC) with dimensions' (IT Usage, IT Knowledge, and IT Operations) as an independent variable in the activation of Human Resources Management Practices (HRM Practices) as a dependent variable with dimensions' (Training and Development, Recruitment, Job Design, and Performance appraisal).
