The assessment of a river water’ quality is an essential procedure of monitor programs and is used to collect basic environmental data. Nanocrystalline TiO 2 and CuO doped TiO 2 thin films were successfully deposited on suitably cleaned glass substrate at constant room temperature and different concentrations of CuO (0.05,0.1,0.15,0.2) wt% using pulse laser deposition(PLD) technique at a constant deposition parameter such as : (pulse Nd:YAG laser with λ=1064 nm, constant energy 800 mJ, with repetition rate 6 Hz and No. of pulse (500). They are often connected to a recording device or IP network, and may be watched by a security guard or law enforcement officer. In case of location have less percentage of movement (like home courtyard during night); then we need to check whole recorded video to show where and when that motion occur which are wasting in time. So this paper aims at processing the real time video captured by a Webcam to detect motion in the Scene using MATLAB 2012a, with keeping in mind that camera still recorded which means real time detection.
