This study analyzes how to make use of the resources in the marshlands of Iraq and how to utilize them, especially after the water returns to these areas and they are revitalized. We take an example of AL- Saheen Marsh and plan an ideal tourist resort there. This example can further expand to include other parts of the marshlands. The aim of the present study is to study the meiobenthic invertebrate's community associated with the aquatic plant Ceratophyllum demersum in Al-Salamiyat irrigation canal / north Baghdad, with the chemical and physical parameters of the canal water, during the study period from September 2015 to May 2016. Two sites were chosen for sample collection, the first site (S1) at the beginning of the canal near it's connection with Tigris river, and the second site (S2) after 10 km from the first site. This research has discussed the origins of ESP, addressed key notions about ESP and examined issues in ESP syllabus design. The content of the paper was determined by a need identified based on my  experience as an ESL instructor designing and delivering the content-based language program - Language Preparation for the Cadets and Employment in the Iraqi  College of Police . These issues, where possible, have been supported by current and pertinent academic literature. It is my sincerest hope that these observations will lend insight into the challenges facing the ESL instructor acting as ESP syllabus developer.
