This research focuses on the characteristics of polyvinyl alcohol and starch polymer blends doping with Rhodamine-B. The polymer blends were prepared using the solution cast method, which comprises 1:1(wt. /wt.). The polymer blends of PVA and starch with had different ratios of glycerin 0, 25, 30, 35, and 40 % wt. The ratio of 30% wt of glycerin was found to be the most suitable mechanical properties by strength and elasticity. Following the optical characterization of the synthesized QDs, the XRD analysis illustrated the construction of NAC-CdTe-QDs with a grain size of 7.1 nm. The spectral characteristics are studied by recording their absorption and fluorescence spectra. The nonlinear optical properties were measured by z-scan technique, using Q-switched Nd: YAG laser with 1064 nm wavelength. The results showed that the optimum concentration of acceptor is responsible for increasing the absorption and the emission bandwidth of donor to full range and to 242 nm respectively by the energy transfer process, also the efficiency of the process was increased by increasing the donor and acceptor concentration. The structural, morphological, and sensing properties of the prepared thin flms were examined. XRD analysis revealed that a phase transformation occurred based on the dopant concentration: flms with x = 0 or 0.1 formed a polycrystalline anatase structure, whereas those with intermediate concentrations (x = 0.15 or 0.20) were amorphous.
