The aim of this research is to construct an educational program in light of the theory of behavioral cognitive and its impact on the development of the efficient response to students affected by crises (centers of your right to education). This research aims to identify the role of external environment factors on the quality of educational services, from the academic point of view, where the distribution of a questionnaire to a random sample of (100) university professors, and then analyzing a model, and test the validity of this model using structural modeling (SEM) (Structural Equation Modeling).
And then test the relationships between variables using the software of Statistical Package for Social Sciences (SPSS V.18), the research found a number of conclusions, the most important conclusion is: the external environment factors has significant impact on the quality of educational services.

   This study describes the determination of some phenols in four different zones of Tigris river in Iraq including, AL-Krieat, AL-Kadhimiya, AL-Jadiriyah, and AL-Adhamiyah. The  phenolic compounds analyzed were (2,3-dimethylphenol, 4-chlorophenol, 3-nitrophenol and 2,4-dinitrophenol) using reverse phase high performance liquid chromatography (RPHPLC) with a UV detector on ODS-C18 column(150×4.6 mm I.D) and a mobile phase consisted of methanol-water(30:70)%(v/v) at pH 5.0, and a column temperature at 30C° with 20 µL injection. Influence of combined square nozzle with helical tape inserted in a constant heat flux tube on heat transfer enhancement for turbulent airflow for Reynolds number ranging from 7000 to 14500 were investigated experimentally. Three different pitch ratios for square nozzle (PR = 5.8, 7.7 and 11.6) according to three different numbers of square nozzle (N = 3, 4 and 5) and constant pitch ratios for helical tape were used. The results observed that the Nusselt number and friction factor for combination with winglets were found to be up to 33.8 % and 21.4 %, respectively higher than nozzle alone for pitch ratio PR=5.8.
