We notice that the issue of development is one of the most important issues in ourepoch especially in our country which classify within back ward countries.

When we talk here about the development we don’t mean only the development of capitals or the development of products.but the most important thing is the development of mind .if we notice the experience of  developits economy and it didn’t reach to the wanted aim.because these sides .  The highness of the meutal rate of the nation is the standard of of the nation is the standard of the sentific and cultural advance for this nation .And that is what we have noticed in human societies ingenerall .

We noticed that the relation between the education and the devefopment is avery large relation. It goes back to the contentment of many of economies in the contemporary world . That the issu of education has become inevitable imposed by development . Education is the basic foundation in the clultural building the united. The best proof of this is the witness of some developed countries like Japan cand Germany . Which came out of the world war in crushing defeat but it could through education defeat but it could through education to reach the upperdegress of economic and technological progress.

From here we notice the importance of this research that the fact that higher education will reach the basis of the renaissauce of afundamental pillar of the pillars of modern buiding states based on new and evolving thought to participate community . In the context of the growing belref that haman development of the over all dimensions of the political economic and social . This enhances the openness of the civilazations and cultures between communities.

Optical Properties of Manufactured Mirrors Using DC Plasma Magnetron Sputtering Technique

    This paper defines a method for sputtering high strength, extremely conductive silver mirrors on glass substrates at temperatures ranging from 20o to 22o C. The silver coated layer thicknesses in this work ranges from 7.5 to 16.1 nm using sputtering time from 10 to 30 min at power 25 W, 13.7 to 29.2 nm for time 10 to 30 min at 50 W, 15.7 to 26.4 nm for time 10 to 30 min at 75 W and 13.8 to 31.1 nm for time 10 to 30 min at 100 W. Subsurface Investigation of Merjan oil field Depending on 3D Seismic Reflection Central Iraq

The study deals with 3D seismic reflection in the central Iraq within Merjan oil field which is located approximately (130 km) to the southwest Baghdad and south of Razaza. The 3D seismic survey was interpreted; the results showed that the oil is found within Hartha Formation as stratigraphic traps and with the absence of structural traps. The major normal faults picked are trending N-S direction. Dynamic Channel Assignment Using Neural Networks

This paper presents a proposed neural network algorithm to solve the shortest path problem (SPP) for communication routing. The solution extends the traditional recurrent Hopfield architecture introducing the optimal routing for any request by choosing single and multi link path node-to-node traffic to minimize the loss. This suggested neural network algorithm implemented by using 20-nodes network example. The result shows that a clear convergence can be achieved by 95% valid convergence (about 361 optimal routes from 380-pairs). Additionally computation performance is also mentioned at the expense of slightly worse results.
