Administrative Corruption in Contemporary Systems and the Role of Islamic Administrative Organization in Combating It

Administrative corruption is a concept that includes the abuse of entrusted power for personal benefit. It has become a prominent contemporary problem affecting all government systems around the world. It involves widespread harm and negative impact on progress and development, and is considered a threat at the international level because it impedes development programs and undermines the interests of the public. Administrative corruption threatens modern governments, distorts public policies, causes weaknesses in the oversight system, and affects the distribution of resources.

Islamic law is considered a pioneer in diagnosing this type of problem, as it provides clear solutions to eliminate administrative corruption, as Islamic law recommends the application of oversight as a basic strategy to correct management procedures and achieve justice and equality. It also recommends that strong ethical leaders, who are considered good role models, be appointed to appropriate roles, as they will be an effective tool to reduce administrative corruption.

All previous study on stepped spillway indicated that the flow energy dissipation decreased as increasing in discharge. Mineralogical and geochemical aspects of sand dunes in Missan Governorate, Southeastern Iraq

        Twenty sand samples were collected from the sand dunes of Missan fields, Southeastern Iraq. Grain size distribution, mineralogical and chemical composition were studied for the total, medium, and fine-size sand fractions. The grain size analysis shows that the sand is the main component, followed by silt and trace of clay. The predominant grain size of sand is 0.250 to 0.500 mm, which forms more than 57.28 %, which indicates that these dunes were formed under the influence of relatively strong winds and the sedimentary material is close to the source. The light components are quartz, feldspar, and different rock fragments, while the heavy mineral assemblages are composed of opaque minerals, chlorite, mica, and amphiboles.

Serological and Molecular Phylogenetic Detection of Coxiella burnetii in Lactating Cows, Iraq

This study is carried out to investigate the prevalence of Coxiella burnetii (C. burnetii) infections in cattle using an enzyme-linked immunosorbent assay (ELISA) and polymerase chain reaction (PCR) assay targeting IS1111A transposase gene. A total of 130 lactating cows were randomly selected from different areas in Wasit province, Iraq and subjected to blood and milk sampling during the period extended between November 2018 and May 2019. ELISA and PCR tests revealed that 16.15% and 10% of the animals studied were respectively positive. Significant correlations (P<0.05) were detected between the positive results and clinical data. Abstract<p>Correlation and path coefficient analysis were worked out for ten morphological traits in 30 three-way crosses of maize. Phenotypic and genotypic correlation analysis indicated that ear length; row numbers per ear, grain numbers per row, leaf area and leaves numbers had a positive significant correlation with grain yield per plant. Detection and Recognition of Car Plates in Parking Lots at Baghdad University

   A simple and smart algorithm was presented to recognize car plates in parking at the College of Science for Women, University of Baghdad, Iraq. The study consists of recording video clips of all cars parked in the selected area. The studied camera heights were1m and 2m, and the video clips were 19 and 30. Images were extracted from the video clip to be used for training data for the cascade method. Haar classification was used to detect license plates after the training step. Viola-jones algorithm was applied to the output of Haar’s data for both camera heights (1m and 2m). The accuracy was calculated for all data with different weather conditions and local time recoding. The accuracy is 100% for all data in this study.
