MPEG-DASH is an adaptive bitrate streaming technology that divides video content into small HTTP-objects file segments with different bitrates. With live UHD video streaming latency is the most important problem. In this paper, creating a low-delay streaming system using HTTP 2.0. Based on the network condition the proposed system adaptively determine the bitrate of segments. The video is coded using a layered H.265/HEVC compression standard, then is tested to investigate the relationship between video quality and bitrate for various HEVC parameters and video motion at each layer/resolution. Background: Cerebral palsy is a disorder of movement and posture resulting from permanent, nonprogressive defect or lesion of the immature brain. Spastic cerebral palsy is a common clinical type which is difficult to diagnose clinically in the early years of life. This study was conducted to identify the changes in the H-reflex excitability in children with spastic cerebral palsy as compared to normal children.
Methods: The excitability of the monosynaptic H-reflex pathway was tested in 36 children with spastic cerebral palsy during waking by calculation of the H-reflex wave amplitude with the ratio of maximal H /maximal M response amplitudes and compared with 32 normal children of the matching age.

A confluence of forces has brought journalism and journalism education to a precipice. The rise of fascism, the advance of digital technology, and the erosion of the economic foundation of news media are disrupting journalism and mass communication (JMC) around the world. Combined with the increasingly globalized nature of journalism and media, these forces are posing extraordinary challenges to and opportunities for journalism and media education. This essay outlines 10 core principles to guide and reinvigorate international JMC education.
